Where rodents or birds may be using a shared exterior, proofing recommendations identify who controls the fabric and whether specialist access is required. Treatment inside one flat cannot substitute for a repair to a communal riser or façade. The report separates immediate pest work, hygiene measures and building maintenance so each action has a clear owner.
